In cases of emergency, decisions should
be taken by the President, Hon. General Secretary and Hon. Treasurer after
consultation with any officer directly concerned with the matter under
discussion.
The direct affiliation of the ESSA to the ASA permits any of the affiliated Associations, or any of the Divisions of the ESSA, to promote Galas under ASA Law and ASA Technical Rules, providing that such Galas are confined to members of the ESSA.
It is not necessary for School Associations or Divisions to affiliate to their ASA Region, but should any School Association or Division desire to send a representative to their ASA Regional Council, or nominate an individual for membership of the ASA Regional Board, they must pay the minimum fee prescribed by that ASA Region.

| 1 | That the Proposer of a motion be allowed FIVE minutes for his speech. |
| 2 | That the Seconder and all succeeding speakers are allowed THREE minutes. |
| 3 | Whenever an amendment is made upon any motion, no second amendment will be taken into consideration until the first amendment is disposed of. If that amendment is carried, it will then be put as a substantive motion and a further amendment may be moved. If the amendment be defeated then a further amendment may be moved to the original question; but only one amendment will be submitted for discussion at a time. |
| 4 | That the decision of the Chairman on any point will be binding on the Meeting. |
| 5 | That no member be permitted to speak more than once on the same proposition except the proposer, who will have the right to reply. |
| 6 | A member may rise to a point of order or in personal explanation, but personal explanation will be confined to some material point of a former speech by him at the same meeting which may have been misunderstood. A member so rising will be heard forthwith |

That any question may be closed by a resolution. "That the question be now put", being moved, seconded and carried. Such resolution will be put to the Meeting without debate. |

Any member seconding a motion or amendment without remark will not be considered to have spoken. |

Any standing order may be suspended upon a motion to that effect, providing such motion be duly seconded and carried. |
| 10 | Before speaking each Member will state his name and the Association he represents. |
| 1 | Where a Schools' District Swimming Association is in affiliation with more than one County or Area Association the ESSA Council will specify under which Division that Association will participate in ESSA matters after first considering the wishes of the Association concerned. |
| 2 | That no pupil may participate in ESSA matters except through the Division to which its District is allocated. |
| 3 | That at all ESSA National Championship Events, those officiating will be ASA Poolside Officials and as many as possible will be members of the Teaching Profession. |
| 4 | In the Inter-Divisional Swimming Championships each section of a Divisional Team will be limited to 6 competitors, including reserves. The 400m swimmer may be additional to existing team members. |

In the Inter-Divisional Swimming Championships official Team Managers will be limited to six per Division, and two Team Managers per Division for Diving Championships when held separately. |
| 6 | Schools administered by an LE.A.outside the ESSA Division of their geographic allocation will choose, in the first instance, to which of the two Divisions concerned they will affiliate. |
| 7 | Full-time students at Technical Colleges or Colleges of Further Education should clarify their eligibility with their Divisional Representatives. |
| 8 | Divisions must pay affiliation fees by 1st March. |
| 9 | The A.G.M. should be held in week 40. |

Certificate of Thanks can be awarded for services to schools' swimming over a
period of 20 years.
In all cases application should be
made to the Hon. General Secretary.
1 Doping is strictly forbidden.
2 Doping is the use by, or distribution to, a competitor of any substance defined by I.O.C. as a banned class.
3 The identification of a substance and/or metabolites of a doping class in a competitor’s urine will constitute an offence. The offender may be penalised. Evidence of blood doping, pharmacological, chemical or physical manipulation is also an offence which may be penalised.
4 Doping controls may be carried out at any National Championship at the behest of the Sport England. A competitor must, if requested by an authorised official, submit to a doping control test. Refusal or failure to do so may be taken as if a positive test result had been obtained and dealt with accordingly.
5 Any person assisting or inciting others in the contravention of doping regulations shall be considered as having committed an offence against these rules and may be penalised.
6 If the analysis of the A sample proves analytically positive, or a doping offence is suspected, an investigation will take place. The individual will be given the opportunity to insist on the analysis of the B sample and to be present or to be represented at this analysis.
7 The competitor may be suspended from competition until the B sample is analysed and/or disciplinary proceedings have been conducted.
8 If, after the B sample has been analysed and/or an investigation has been held, it is considered that the sample is positive or that a doping offence has occurred, a disciplinary hearing shall be conducted.
9 A competitor or other person found guilty of a doping offence shall have the right of appeal.
10 The ESSA shall take appropriate action regarding a competitor or other person who is found guilty of a breach of doping regulations.
